What the notice says

Stafford Borough Council (SBC) is seeking to commission a suitably qualified and experienced company for the project management, design, supply and installation of all material, ground works, surfacing, landscaping, and reinstatement. The contract will include the preparation and submission of a planning application for all required items as outlined in this specification. The planning application requirements will be determined by the Development Management Section following submission of the tender documentation. The successful applicant for this tender will be appointed to act as the Principal Designer and Principal Contractor in accordance with the provisions of the Construction (Design & Management) Regulations 2015, herein after referred to as 'CDM Regs'. The successful applicant must be able to provide a fully managed service regarding the contract and provide one main point of contact within the organisation who will project manage the contract. The Councils overarching vision for Rowley Park is to create a flagship inclusive, main destination type park that will attract both local and Borough wide residents. It is hoped the park will eventually be able to rival other main parks such as Victoria Park in Stafford and Westbridge Park in Stone, with its own unique offering Further Competition via Kent County Council Playground, Fitness and Sports and Leisure Facilities Framework Agreement (Lot One)
